Reforms in Policies of Procurement Has Changed the Face of BSNL Tenders

BSNL has clearly laid down policies for procurement of telecom equipments. To ensure transparency and quality of materials supplied many provisions have been incorporated in its existing procurement policies relating to BSNL tenders during the last decade and especially during the period from 2003-07.

Aims and Objectives

In laying down the detailed guidelines the objective of BSNL is quite clear.
  • Guidelines aim at distinguishing its tenders from the traditional private tenders floating in the market currently.
  • Procurement of materials is to be made ensuring specified quality and at the most competitive rates.
  • Manner of procurement should be fair, just, and transparent.

Changed Perspective

Originally the tenders floated by BSNL were similar to the government and private tenders in the market. However with the organization becoming autonomous and a corporate entity captioned as BSNL, requirements for modifying the existing stereotyped models of telecom equipment procurements were changed. It became necessary to cut down the procurement time in view of the liberalized telecom market. Competition in the telecom world is fierce today and after becoming corporate body, BSNL realized the requirements of quick procurement of materials and thereby shelving their traditional stereotyped procurement method in favor of rejuvenated BSNL tenders. Accordingly, there were many reformative modifications in the existing procurement policy.

Dual Level Procurement
Procurement of materials by BSNL is done at two levels.
  1. BSNL corporate office; and
  2. BSNL circle headquarters.

Usually high value critical equipments are procured at the corporate office through BSNL tenders that includes equipments like large size switching equipments, transmission equipments, WLL equipment and terminals, PUF U/G Cables, and various other products that are generated by modern technologies. Prospective bidders can get the items that are procured at the Corporate Office of BSNL at the BSNL website in the policy statement section at Annex- 1.1. All items are not listed therein are open to the circle offices to directly procure by floating BSNL tenders but the processes remain different in comparison to the private tenders floated by many other corporate houses and enterprises.

Additional Sources for Tenders
However, BSNL also has an additional source of floating tenders. CGM, Telecom Stores in Calcutta has been entrusted with the responsibilities of procuring various items like –
  • Batteries and power plants for North Eastern region; and
  • Line and Wire materials for five circles at North Eastern 1 and 2, Task Forces, Assam, and Andaman & Nicobar Circles.

Of course, it does not mean that the procurements can be made in any other way but through the BSNL tenders floated for the purpose.

Recent Changes
Until recently the Government procurement policies were pursued by the BSNL authorities and procurements were done basing on the DGS&D rate approval or by instruments that were like the limited private tenders. Usually the cost limits were two lakh rupees at the most. Open tenders were used to procure items more than two lakh.

Liberalized telecom and procurement policies took over in the current decade and corporate tendering processes were finally adopted by BSNL. Prospective bidders can find all the guidelines and form templates for tenders and process of bidding at the BSNL website.
